Am I at fault for this accident or the other driver? Neither one of us received a citation?

I was at an intersection, there was a yield sign, and I was stopped. I was attempting to cross the intersection and make it across the street. I looked right and saw a green suv some distance away, far enough away for me to feel comfortable crossing. I look left and it is clear. I begin to cross, and by the time I make it to the middle of the street the green suv is already near my vehicle and we collide. He was going extremely fast, and plowed right through my car without stopping. We stopped and exchanged insurance info then he left the scene, no ticket was given to me and they said since we got each others info he wasn't in trouble for leaving. We've both filed a claim on the others insurance, I am wondering who is at fault here? Any idea? I Don't feel I was because the speed limit there is 35, and he closed that distance so fast he has to have been going around 50 or 60. Any help is appreciated.
